Next Set of Phases Regarding Russia Ukraine Tension Exposing Already Exposed Bullying, Abusing in the Power Play, and Oppression

So the ICC issues arrest warrant for Putin. Event a few days back.
Big news, in some ways,- in other ways the same ol' same old might still be allowed to continue for at least a little longer. The warrant has its limitations and if-then scenarios. The bottom line, it is not stopping Putin from functioning.
Videos have been produced and set on news stations comprised of a presentation that Putin recently was in Mariupol, this after the ICC announcement.

There are a few things that in the past at least half century keep getting repeated, not just in the region around Ukraine and nearby Russia and pertinent areas, but a number of places.
The bullying tactic, of an 'authority' giving an ultimatum to subjects (citizens, population, etc.), to not engage in something, then set into place either a rationale where the subjects must disobey, or set in or allowed a would be rationale into the bedrock of the social structure/ structures in society that make it 'permissible' for them to punish.
Example, harmful narcotics. Ultimatum comes down, if you use narcotics, the subjects will be punished, through pyro-tech methods, imprisonment and so forth. Then proceed to build the walls of places like theaters and hospitals out of materials that have narcotics embedded in, that could be used as sources for narcotics after certain chemical breakdown processes. A decision is then reached that there is a rationale to punish through oppressive military might. Destroy the building because of the fact or potential it is being used for narcotics, or a maternity hospital is being used to shield revolutionary or criminal activities.
