According to multiple news reports, coinciding with the day of Halloween, about and at least 150 individuals perished perhaps the result of literally being crushed by a dense crowd packed into a relatively small area.
Reports say police presence in the time frame the incident unfolded was minimal.

It may be a good sign, in that crime may be minimal.
However, there are other locales in the world that have the knowledge and experience, such as the governing bodies and police, that once there is a crowd over a certain number of persons in a certain size space, police presence is to occur, end of discussion.
The basic reason, there are just too many possibilities of what could go wrong, and if something of an anomaly does happen, the extent of ramifications when there are huge amounts of persons.
An example number may be about 2000 persons active in one locale, shopping, celebrating, concerts, or just a night on the town.
Seoul last Saturday night is said to have about 100,000 in roughly one area.
The amount could be fine in an isolated scenario of nothing unusual occurs, as 100,000 can be seated in some sports stadiums. But in the stadium they are controlled and seated ( unless an emergency).

Media here in the US cannot help but to note, and be concerned about the escalating ongoing situation in Ukraine; Russia invaded and evidently within the past few hours, Belarus may have actually followed through on announcements about sending troops to Ukraine, for purposes in the same vein of Russia said back in the beginning of it, an augment sort of, to Russian troops, may be the result.

Then of course is the question, why don't you pay attention to what's going on in the US, or frankly, mind your business, that's their war over there in the Rus, and yours is minimizing mass shooting going on in your country.

The situation of the frequency of mass shootings on a national level has been waxing and waning over the past few years, here in the US.
A few days ago, a teenager about 15 was reported to have gone on a sort of rampage, leaving 3 middle aged females fatalities, another teenager close too him in age, and a police officer fatalities, in the Raleigh, North Carolina area.
This morning, are reports of dismembered bikers in Oklahoma.
Reports also of about 30 or so shot due to mass shootings overt the weekend.

Two separate wars it may appear. (One, the tensions, in Ukraine, the war to make it desist, and the war on mass shootings, to reach hopefully significant mitigation, and an abatement.)

On the contrary, even if by narrow margin. This isn't an opportunity to say au contraire, this is the hit square on in the face in the clear, that this is the reality.

The example seen and mental imagery teenagers have in their minds, sometimes vulnerable minds, when inundated by violence, regardless of where the violence takes place, affects them, and the round and around sequence goes nonstop. One teenager sees or hears of the violence, then carries out the same with adjustments to the social construct, which is then seen by other teenagers, who do the same, and it keeps going. Every day, since the Russians invaded Ukraine, everyone in the US hears about violence. 

Almost every day, it is world news that there is violence or mass shooting here in the US.

Which came first? It may not matter all that much. Both need to stop.

-It is known that mass shootings and violence in towns is going on in other regions of the world, Central America and drug gang wars, among these.

-The US also spends effort to support the Ukraine, along with economic spending. What if, more teenagers were being financed (a shift in allocation) to receive more schooling such as job training, at say 5:30 in the afternoon after school hours?, which is about the time the mass shooting in Raleigh a few days ago got started. Maybe the available time windows that leave voids and free time that wind up being spent in misguided or lack of guided ways, would not be as abundant, and the focus of teenagers would be in a different place.

-Considering all the above, maybe other reasons, and maybe for reasons unknown and never will be known, there may not be a singular, clearly defined 'motive' the teenage suspect had, that drove him to carry out the Raleigh, NC mass shooting that occurred several days ago. [Mind frame, mood, emotions, compulsion to reenact, through energies that he cannot still describe, brainwashed, and many other 'etiological', 'pathopsychological' factors, may hit on some of the explanations.]

Real quick, if the US, -- well we're doing much to keep aware of events and developments having to do with the Russia-Ukraine situation--, still at that, there's an old colloquial cliché in US politics and defense, which is, if not careful, Russia will be the center of global attention.

There are other happenings associated with the Russia-Ukraine situation--, which by the way, at the rate international developments are going on relative to it, (note added 10/17/22 late night, such as Belarus joining the military action lineup in opposition to Ukraine,) it might not be just a Russia-Ukraine situation, real soon, - the other happenings, include desertion, suicide among troops, a shooting spree on training area, ramifications of draft. Enough for brief words.
Here is where the ticking really starts. Putin over in Kazakhstan for the CICA meeting late last week, and evidently Russia slated to be co-chair next year 2023. How does that all read? Plus folks like Turkey leader, Qatar, and a few other 'dependable' to express a stable Islamic common sense, were at the meeting. It seems as though Putin (viz.?) Russia are garnering up sympathy with the major players (who aren't playing and don't play around), to help out solidifying a rationale to carry out military action on Ukraine, and, whatever else goes with it such as the referent 1937 behavior.
So the biggest of the 'big boys' are watching, and someone is watching them too, might be themselves. They've got to.
The 1950s style communism, the watch every twinkle of every eye, and record every sound and thought, operandi used by Russia and the Nazis back in the early days of WWI era to ensure no sedition and leaks, while oppression of 'the Jews' (and some Muslims too), went on, here now in 2022, this is allowed to go on again?, this time, it may be without culling and oppression of the Jews being set out on the forefront as major piece in the dynamics; this getting at a baseline of strange violent behavior.
