Rubles Only Deal and Population Questions in Russia

Rubles, roubles, the term has been around a long time, what does it mean in March of 2022? Considering the strife upon Ukraine currently, the popular context is the Russian ruble.
It has made the news in a dotted manner over the past few days, showing up on newspapers in a number of languages, Russia accepting rubles only. What is causing acceptance method to make the news?
According to statistics over the past week, the ruble had a marked downturn around the first week of March 2022, then at about the middle of the month, a sharp upswing.
Russia is a huge supplier of natural gas. The industry keeps going even though the military activities.
Is it possible, perhaps insofar values and parity rates, ruble went down post economic move to mitigate Russian might post 'Ukraine invasion day', and given demand for gas maintains, rubles have or will go back up if that is the form of payment when paying Russia?

A- Are the phone subscribers telling the truth, or is there really only 144 million people in Russia, not fractioning kids too young to have a phone, and cell phone customers with one phone are telling cell phone subscriptions they are somebody else; same guy, multiple cell phone accounts using different names?
B- There might be 250 million plus people subscribing to cell phones, not counting vagaries between the two extremes, leaving wonder as to what makes the discrepancy.

Foreign workers, immigrants, there are a lot of things going on in the big country in Russia; they plausibly contend with the same or similar problems other advanced large countries do. The real questions, where is everyone at all times, what are they doing, who is each individual really, where are they going, what are they doing and about to do, do they live double and triple lives?
