Briefly, just because a heat wave is expected in an area, does not mean the same region moments later is 100% exempt from being impacted from tropical storms, heavy rains, and even flooding, and vice versa. In other words 100 degree Fahrenheit conditions and prevention of heat stroke made priority, does not mean that in a matter of a few seconds that heavy rains could fall in the same area.
Abutting climate patterns where one region sees one extreme while another sees a counterbalance could always be in the consideration prospects, but that is not really what is being discussed.
The Washington DC area could over the course of this upcoming week, be in the potential of regions undergoing the heavy rain/extreme heat spikes in reversal of up and down conditions.
