Unidentified Species of the Dog Coyote Family Attacking and on the Loose

We've got a little problem here. We have a big problem, especially considering that there has been loss of life. About two and half months ago, a North Carolina woman was attacked by some kind of animal, but it is not matching scientific records. All the records we have here in the USA, that is pretty strange.
What this means is:
Interbreeding can occur, and new species develop all the time, mutations of animals, adaptations, and other phenomena can occur, in the wild, in the city, at the house among pets, and whole bunch of combinations.
Refer to https://www.charlotteobserver.com/news/local/article226423575.html, about the 77 year old teacher attacked, Beaufort County area. Please read the March 2019 article https://www.thewashingtondailynews.com/2019/03/19/a-month-later-answers-still-elusive-in-pantego-animal-attack/.
In more recent news, yesterday, in the Lisbon area of Maine, an 'unidentified' animal that was perceived to be 'dog-like', resulted in injuries that include permanent scarring. Please read https://www.necn.com/news/new-england/Dog-Like-Animal-Attacks-Family-of-3-in-Maine-509549101.html. The event took place in Maine, as a family was walking their dog.
Ipso facto, the attacker attacked while the Saint Bernard present.

What this means is:
- Find the animal
- Identify the animal
- Class the animal, develop new classes if necessary
- Study and have the knowledge of that animal's behavior, environment, travel patterns and so forth
- Develop caution and prevention plans for human safety, perhaps plants, vegetation, pets, and livestock as well
