Encapsulated, strange behavior with the potential to develop into violence, should be reported to the proper authorities immediately.

In the Washington DC area and surrounding
region, referring to suburban Maryland and Northern Virginia, a crop up
of anomaly behavior involving violence has been occurring within recent
weeks. Earlier today, at a baseball game, Congressman Steve Scalise was
wounded the result of gunfire; several others were shot as well. There
are reports of suspect shooter acting as though a vagabond, living out
his van. Meanwhile new drug and narcotic combinations are hitting the
streets generally. In Baltimore, Maryland within the past few days, an
Air Soft rifle, which duplicates in outside appearance a real life
assault rifle, was brandished in a scene of guffaw catatonic like scene
that might be perceived as indicative of threatening, literally yards
away from an office area with a substantial amount of government
officials.
All in all, laws are already in
place to quickly suppress the above described types of activities in
their latent stages, such as enforcement of vagrancy laws, activity that
endangers the public, and unusual drug trafficking patterns.
Individual might have been apprehended thus far before events got
severer, however, if these are signs of more to come, readiness for what
might be a developing situation is by rule the wisdom.
